As the Zoning Ordinance update process has just begun, there are no new documents developed at this time. As the project progresses, all public review documents will be posted here to facilitate public review and comment.

INITIAL STUDY - NEGATIVE DECLARATION  
AVAILABLE FOR REVIEW!

Madera County is pleased to announce the publication of the Initial Study - Negative Declaration for the Zoning Ordinance update project.  The Study is available on the County's Planning Division website (Madera County Planning Division Website) and this project website. 

An Initial Study (IS) is an analysis that is prepared to determine the relative environmental impacts associated with a proposed project. Initial Studies are designed as a measuring mechanism to determine if a project will have a significant adverse effect on the environment, thereby triggering the need to prepare a full Environmental Impact Report (EIR). It also functions as an evidentiary document containing information that supports conclusions that the project will not have a significant environmental impact or that the impacts can be mitigated to a “Less Than Significant” or “No Impact” level. If there is no substantial evidence that the project may have a significant effect on the environment, the agency shall prepare a Negative Declaration (ND).

For this update project, the County has determined there are no significant environmental impacts that result from updating the County's zoning regulations.

Public Review Draft Zoning Ordinance

Madera County released the Public Review Draft Zoning Ordinance in May 2023.  The Public Review Draft Zoning Ordinance reflects revisions made to the County's zoning regulations based on input from the Board of Supervisors, Planning Commission, and members of the public during our various community engagement efforts.

Affordable Housing Memorandum  

Madera County has a unique opportunity to revisit existing development policies that can act as barriers to housing development and adopt new policies that increase affordable housing stock. The following  memorandum provides an overview of potential strategies the County can implement to increase affordable housing stock.

Objective Design Standards Memorandum 

The following is a memorandum explaining new state legislation pertaining to the requirements of Objective Design Standards that every City and County shall adopt as part of their Zoning Ordinance. The memorandum highlights ways the County can address these recent changes through its comprehensive update to the Zoning Ordinance.
